Leaders In Teaching

The Secondary Education Reform (Leaders in Teaching) programme is a Government of Ghana programme implemented and led by the Ministry of Education (MoE) and the Ghana Education Service (GES) in partnership with the Mastercard Foundation.


The goal of the Leaders in Teaching Project (LiT) is to improve the quality of teaching and learning in Ghanaian Secondary education so that all young people have the 21st-century skills and competencies needed for lifelong learning, employability, and adult life. 

Main Components and Objectives

  • Lead Pillar: To improve the leadership and management of Ghanaian secondary education institutions. It focuses on ensuring that School Boards and leadership teams oversee institutions that are centred on effective learning. These institutions should have clear School Improvement Plans, carry out robust learning assessments, and use accurate, timely, and relevant data to guide their decision-making. The goal is also to strengthen quality assurance and oversight so that schools are well-managed and accountable.

  • Train Pillar: To improve the quality and relevance of pre-service and in-service teacher education, so that all teachers in secondary education institutions are delivering the new curriculum and adhering to the National Teachers’ Standards.  

  • Recruit Pillar: To attract, recruit and retain quality teachers for secondary education institutions with a particular focus on the recruitment of women and addressing staffing issues in rural areas.  

  • Motivate Pillar: To improve teacher motivation and elevate the status and respect for the profession.  

The approach is also closely aligned to Mastercard Foundation’s Ghana Country Strategy, which focuses on promoting and expanding employment opportunities for young men and young women, enabling three million Ghanaians to access dignified and fulfilling work by 2030.  


ESSA's role 

Our primary role is to provide data and evidence-based policy recommendations to support the project. ESSA’s work will focus on the Motivate Pillar of the project (Teacher Workforce and Motivation Study). We will also work on the Employability strand (Train Pillar) and provide technical and advisory support for monitoring and evaluation.   


Expected Outcomes 

  • The study will provide evidence-based policy recommendations for improving the recruitment and deployment of quality teachers in Ghanaian secondary schools.   

  • The study's findings will be disseminated through academic publications, policy briefs, and other relevant channels.   

  • The study's recommendations will be shared with GES and educators at the national, district and the school levels to inform policy and practice and improve the recruitment and deployment of quality teachers in Ghanaian secondary schools.
