Faculty First: Addressing Faculty Challenges in Uganda’s Universities

 


This policy brief reveals that Uganda’s university system has faced rising student enrolment, but the faculty numbers have not grown proportionally, causing STRs to exceed national benchmarks. It stresses the need for policy reforms, gender parity efforts, and faculty development initiatives to strengthen Uganda’s higher education sector.

The brief projects that about 5,800 additional faculty members will be needed by 2030 to meet enrolment growth, with approximately 900 of them being female to address gender disparity.

Recommendations include updating staffing norms, promoting gender parity, enhancing faculty recruitment and retention, and increasing funding for higher education.

This Policy Brief is based on the Demographics of African Faculty in the East African Community (DAF-EAC) study that was conducted in South Sudan and five other EAC partner states, specifically Burundi, Kenya, Rwanda, Tanzania, and Uganda, between 2021 and 2023.
